In Whmcs, you can create a hosting package and allow buyer to choose the location through a drop down menu. This is not possible with Wisecp. In Wisecp you have to create the same hosting package for different locations. For example in Whmcs, I can just create one 1GB hosting plan and buyer can choose LA, DE, etc in a drop down menu. Buyer can choose the server location that will deploy/provision the order. In Wisecp I have to create multiple, separate plans - a 1GB plan for LA, a 1GB plan for DE, etc.
