Add a repair/correction of problems tool

I propose to add a tool to fix security/health issues in a WiseCP installation. For example, make it so that if the permissions of a folder/file are wrong, they are corrected automatically.

A health page already exists by default. Everything necessary for health is explained and necessary warnings are shown.

Unfortunately, it is not possible to make server-side improvements by software on the server where WISECP is installed. A lot of server-side permissions/authorizations are required for this to happen.
