I dont know what smtp service Wisecp uses but perhaps it will be much cheaper for them when they use Mailgun for this? Is it even possible to setup outgoing smtp like Mailgun in Wisecp since my request was declined? I know you can use Mailjet.
Yes, it is possible to setup outgoing smtp with mailgun using the Standard SMTP feature in WiseCP.
